I am normally a Honda driver but due to being on a budget, I am looking at a 2000 Honda Esteem sedan. It is being sold at a used car dealership for $2500 and I am a bit suspicious of the price, because according to KBB it is worth more along the lines of $4500.
I am inexperienced with buying cars so I am not sure what to do.

Yes, with automatic & cruise control with 100,000 miles it would have a high retail list price of $4000 & low retail price of $2800 according to NADA, most likely based on the condition of the car, demand in ur area & current economic conditions in the car industry. If the dealer will allow u to have an independent mechanic give the car a good looking over l would seriously consider it, if not keep checking the want ads, craigslist, ebay, autotrader, etc. This car sold for about $14500 new, but is now 9 years old. Its hard to find any used Honda for a good price it seems, their values r quite inflated.though compared to anything American made its easy to see why. You can probably get a similar used Nissan Sentra or Mazda Protege for about $1000 more.

There r two types of Suzukis.
GM was invlved with Suzuki for a while. They ruined everything they touched. l work on these pieces of trash daily at my shop.
If ur Suzuki is not Japan born do not buy it.
Do some more research on the different models made by GM USA & Suzuki Japan.
